Welcome to PHADA’s 2018 Commissioners’ Conference

The year 2018 promises to be another interesting and busy one for HAs. To help prepare, executive directors, staff, and commissioners will not want to miss this important meeting in San Diego. 

PHADA staff and others will discuss what the industry can expect from the Trump Administration as it enters its second year in office. There will be sessions recapping the FY 2018 Appropriations Act as well as the outlook for the new budget season that gets underway in January. Some other planned sessions will outline important regulatory and legislative information, including possible changes to PHAS and SEMAP, HUD’s implementation of the MTW expansion, possible tax credit changes, and an infrastructure package that may include public housing.

PHADA will also outline the association’s policy agenda for the second half of the congressional session. With funding again expected to be constrained, PHADA will be pursuing various deregulation initiatives including an expansion of waivers for HAs in addition to other measures that would provide HAs more latitude to run their operations based on local needs and priorities.

For commissioners, there will be sessions on issues such as ethics, budget oversight/monitoring, RAD, good governance, legal matters, and how board members can prepare their agencies for more budget uncertainties. Updates are planned on the Affirmatively Furthering Fair Housing (AFFH) rule along with the Assessment of Fair Housing (AFH) Tool, which is used to gauge compliance. There will be detailed sessions concerning the Section 3 program, which HUD Secretary Carson has cited as a top priority. In the voucher program area, another important session will cover the latest changes concerning proposed changes in Housing Quality Standards (HQS) to more of a UPCS-type system similar to what is used in public housing physical inspections.

These are just some of the planned topics for the 2018 Commissioners’ Conference. More information concerning the education sessions will be provided in the near future. Hotel Information

Hotel Reservation Policy for PHADA’s 2018 Commissioners’ Conference – Register first then reserve your room! Any reservations in the PHADA room block without a corresponding conference registration may be canceled without notice. This policy is designed to give priority to registered conference attendees and provide you with greater access to the discounted hotel room rates. Once your registration is confirmed, you will receive a code to reserve your hotel accommodations in the room block. Requests for reservations at the PHADA group rate will be accepted for registered conference attendees on a space available basis through December 11, 2017, or until the PHADA room block is sold out. 

Please Note: Seventy-five percent (75%) of our room block is in the Marina Tower with the rest being in the Bay Tower. The two towers are a five-minute walk from each other. The hotel will provide a limited service shuttle between the Marina and Bay Towers for PHADA members.

Reservations at the PHADA rate may only be secured with the conference code included in your conference registration confirmation.

California Wildfires Update
As of Wednesday, December 13, the wildfires are approximately 60 miles from the hotel in north San Diego County. The latest update is that the fire is almost fully contained. If you have any questions/concerns, please contact PHADA.


PHADA/Rutgers University Executive Director Education Program (EDEP)

The Executive Director Education Program (EDEP) will continue January 5–6 in conjunction with the 2018 Commissioners’ Conference.

NOTICE: EDEP registration is currently full. If you wish to be placed on the waiting list, please contact Norma Bellew at: nbellew@phada.org.

IMPORTANT: You will receive a confirmation of your EDEP registration from PHADA. If you do not receive a confirmation, please contact the PHADA office at: 202-546-5445. EDEP registrations must be received by December 11, 2017. Class size is limited to 40 participants. Registration will not be available on-site. Refunds will only be issued to registrants who withdraw on or before December 11, 2017.

Two courses will be offered:

  • Legal Issues (Friday, January 5)
    This seminar is intended to provide a practical overview of state statutes and federal legal requirements pertaining to housing authorities. The major topics covered include tenancy and evictions; personnel management issues, such as workers’ compensation and Americans with Disabilities Act (ADA) requirements; contractual agreements, including Section 8 contracts and leases; and general litigation and liability.

  • Procurement and Contract Management (Saturday, January 6)
    The components of a “good” procurement policy, responsive to both HUD and state statues, are presented. HUD requirements for small purchases, emergencies, formal bidding and competitive negotiations are reviewed in detail, and “typical” state public contract laws are compared. Internal controls for contract performance monitoring are stressed, and contract administration procedures, including the oversight role of the board of commissioners are discussed.

EDEP registrants please note: On-site registrations are not accepted for the EDEP Program, and class size is limited to 40. Classes have been filling up, so early registration is recommended. You will receive confirmation of your EDEP registration from Rutgers University. If you do not receive a Rutgers confirmation, please contact the PHADA office at: 202-546-5445. Refunds will be issued only to registrants who withdraw on or before December 11, 2017.
